Domitian reigns directly after Nero according to Eusebius and even though he was ruling temporary he isn't officially counted in the order until the 8th. However this explains why Eusebius said Revelation was written during John's exile to Patmos under Domitian, not his later official reign as falsely assumed by most we would suggest.
Rome was in turmoil and in little bit of jeopardy, hence why the year of the four emperors. Vespasian restored stability healing the head wound.
And there are seven kings: five are fallen (listed above), and one is (Vespasian), and the other is not yet come(Titus); and when he cometh, he must continue a short space (Titus). And the beast that was (Domitian), and is not (Domitian) , even he is the eighth (Domitian), and is of the seven (brother of Titus the seventh), and goeth into perdition. (Rev 17:10-11, KJV)
I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things. (Dan 7:8, KJV)
And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings. (Dan 7:24, KJV)
Hadrian subdued or made a deal with three kings; He said you three will all be the next three kings. He set this up shortly before his passing if memory serves. You can read more about this encyclopedias. He also thought to change times and laws by outlawing the Torah and the Jewish Calendar. - The History Channel documented this.
